The shoulder rule for blazers
On a well-fitting blazer, the shoulder seam sits at the outer edge of your shoulder — where the arm begins to slope down. If the seam falls onto your upper arm, the blazer is too large. If it sits inboard of your shoulder point, it is too small and will pull across the back when you move.
This matters because sleeves can be shortened, waists can be taken in, and length can be adjusted, but shoulders are structurally built into the garment. Size to the shoulder, then adjust the rest if you need to.
